How to Pay Your Utility Bill Online
To pay your utility bill online, you’ll need to register for an account on the City’s Citizen Self Service (CSS) portal. Here’s what you’ll need to get started:
- Your Account Number
- Your Customer ID Number
(Both can be found on your billing statement)
Once you have these details, register on the CSS portal to start managing your utility bill online.

Automated Phone Payment
Call the automated system at (877) 360-3479 to pay via phone.
- Requires Account & Customer ID Numbers
- $3.85 convenience fee per transaction (charged by the payment processor)
- Transaction limit: $500 per payment

Mail a check to the City’s Utility Billing Department at:
