City of Madera Announces Grant Award for Tozer Park

The City of Madera is thrilled to announce that Tozer Park has been selected for an award under Round 6 of the Outdoor Recreation Legacy Partnership (ORLP) Program by the State of California’s Department of Parks and Recreation. This award, granted by the National Parks Service, highlights the project’s potential to significantly enhance outdoor recreation access in Madera’s urban community, which is currently underserved by park facilities.

The Tozer Park project aligns with the state’s mission to improve public access to high-quality recreational opportunities and address disparities in urban areas. This development will be closely integrated with a new housing project, with the housing developer committed to supporting the park’s construction. This partnership ensures that the recreational facility will be completed alongside the development of new residential lots, providing residents with timely and enhanced access to valuable outdoor spaces.

The grant is offered through a 50% match program, meaning the City of Madera will receive $659,640 toward the total project cost of $1,319,280. This substantial funding boost demonstrates strong support for the project and will be pivotal in bringing the vision for Tozer Park to life.

Key features of Tozer Park will include:

  • Basketball half-court
  • Youth soccer field
  • Pickleball courts (a distinctive feature, as there are currently no other pickleball courts in City of Madera parks)
  • Parcourse exercise equipment and trail
  • Tot lot
  • Designated picnic area

The construction of Tozer Park, which will be located inside the Iveywood I Subdivision off Tozer/Road 28 and Sunrise Avenue, is projected to begin in 2025 and be completed in 2026. The park’s diverse features will cater to a wide range of recreational needs and significantly benefit the community by providing much-needed outdoor opportunities.

“This is an exciting milestone for Madera,” said Madera Mayor Santos Garcia. “The Tozer Park project will be a cornerstone in enhancing the quality of life for our residents and addressing the gaps in our park infrastructure. We are thrilled to see this vision becoming a reality and are grateful to everyone involved in making this project possible. The new park will provide a place for families to gather, children to play, and our community to grow.”

The project was selected through a competitive process, with Madera emerging as one of only three cities in California to receive this grant. Nationwide, 14 projects across 11 states were chosen to receive a total of $58.3 million through the ORLP Program. The Tozer Park project will adhere to the Land and Water Conservation Fund (LWCF) program standards, as well as the requirements outlined in 2 CFR 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Compliance with these standards is required to ensure that project expenses are eligible for reimbursement.
